Recently, Yamandú Orsi, President of the Oriental Republic of Uruguay, led a delegation of over 150 members on his first seven-day state visit to China.During the visit, Xi Jinping, President of nation held talks with Orsi, injecting strong momentum into deepening the comprehensive strategic partnership between the two countries.
On February 4, under the strategic guidance of the two heads of state, representatives from the China-LAC Technology Transfer Center (CLTTC), Universidad Tecnológica del Uruguay (UTEC), and Dongguan University of Technology (DGUT) signed two cooperation documents in Beijing: the Memorandum of Understanding on Cooperation between Universidad Tecnológica del Uruguay and the China-LAC Technology Transfer Centerand the Memorandum of Understanding on Cooperation among Universidad Tecnológica del Uruguay, Dongguan University of Technology, and the China-LAC Technology Transfer Center. The signing aims to solidify the achievements of scientific and technological cooperation among the parties and promote exchanges in the field of China-Uruguay science and technology innovation. Mario Lubetkin, Uruguayan Foreign Minister, witnessed the signing ceremony. Attendees included Valeria Larnaudie, President of UTEC; Ma Hongwei,President of DGUT; and Chen Baiman, Director of the China-LAC Technology Transfer Center.

As a national-level comprehensive multinational technology transfer institution, the China-LAC Technology Transfer Center adheres to the principles of extensive consultation, joint contribution, and shared benefits to deepen cooperation and exchanges in science, technology, and innovation between China and Latin America. Based on the two cooperation agreements signed, the Center will respect the common interests of all parties in promoting educational innovation, knowledge transfer, and the integration of industry and education. It will focus on strengthening bilateral cooperation and exchanges between China and Uruguay in areas such as technological innovation and digital education: collaborating with UTEC to jointly establish a China-Uruguay Digital Education Center, aiming to create a national-level new hub for a China-Latin America Digital Education University Alliance and build a high-quality, efficient ecosystem for sharing digital education resources between China and Latin America. Simultaneously, the Center will leverage its network advantages in technology transfer and scientific cooperation, widely activating its circle of friends within the China-Latin America science and technology ecosystem. Together with UTEC and DGUT, it will explore high-quality cooperation across dimensions such as mutual establishment of overseas campuses, joint curriculum development, and industry-education connectivity, adding momentum to deepening scientific exchanges and talent cultivation between China and Latin America.
Facing the profound transformation unseen in a century unfolding in the world today, the China-LAC Technology Transfer Center will further seize opportunities for cooperation in our times. It will join hands with China-friendly partners in Latin America, like Universidad Tecnológica del Uruguay, to advance together, seek common development, pragmatically promote solidarity and collaboration among the Global South, and propel the building of a China-Latin America community with a shared future to greater depth and substance.
