

Approved by the Ministry of Science and Technology of the People’s Republic of China (MOST), China-LAC Technology Transfer Center (CLTTC) is the only comprehensive cross-border technology transfer institution in the country dedicated to Latin America and the Caribbean. Headquartered in Guangdong Province, it was officially inaugurated in Dongguan in June 2023 and was later designated as a National International Science and Technology Cooperation Base (Technology Transfer Category) by MOST in 2025.
As a key platform for implementing the Belt and Road Science, Technology, and Innovation Cooperation Action Plan and advancing the development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) into an international science and technology innovation hub, CLTTC pragmatically serves the nation’s overall diplomatic strategy and sci-tech innovation initiatives, providing solid support for building an open, innovative ecosystem with global competitiveness. It innovatively adopts an operational mechanism that integrates “government organization with non-governmental management,” constructing a multi-dimensional sci-tech cooperation system centered on “research, education, commerce, and legal services,” thereby providing a comprehensive service portfolio that spans from country-specific studies and smart education to technology commerce and rights protection.
CLTTC strives to build itself into a “bridgehead” for China-LAC technology transfer and sci-tech cooperation, actively establishing a collaborative network to advance these efforts. Relying on a tripartite development mode of “platform-network-mechanism,” it advances the layout of overseas branches through a “1 (China Center) + N (LAC Country Branches)” model. To date, it has already established cooperative branches in four LAC countries, including Cuba, Chile, Uruguay, and Brazil, laying a solid foundation for the continuous expansion of its overseas innovation cooperation system.
Based in the GBA, serving the whole nation, and facing the world, CLTTC thoroughly implements the “China-LAC Science and Technology Partnership Program for the New Era.” It actively promotes in-depth cooperation between China and LAC countries in economic development, scientific and technological exchange, and technology transfer, aiming to set a national benchmark for China’s sci-tech cooperation with Latin America and the Caribbean. Ultimately, CLTTC is dedicated to fostering the continuous development of a new-era China-LAC relationship characterized by equality, mutual benefit, innovation, openness, and shared benefits for the people, contributing to the building of a China-LAC community with a shared future.
