In recent years, under the strategic guidance of the presidents of the two countries, the comprehensive strategic partnership between China and Mexico has deepened with vibrant exchanges and cooperation across various fields. On September 24 local time, the Universidad Nacional Autónoma de México (hereinafter referred to as “UNAM”) signed a cooperation agreement with the China-Latin America Technology Transfer Center, marking a new phase in China-Mexico technological cooperation as both parties accelerate the establishment of the China-Mexico Innovation Cooperation Center.

Signing of the Letter of Intent for Cooperation

The signing ceremony was attended by key figures including Huang Chuping, Chairperson of the Standing Committee of the Guangdong Provincial People's Congress; Li Huanchun, Director of the Foreign Affairs Work Committee; He Rusheng, Deputy Director of the Guangdong Provincial Foreign Affairs Office; Cao Hang, Counselor at the Embassy of the People’s Republic of China in Mexico; William Lee, Vice-Provost for International Affairs of UNAM; Jorge Vasquez, Director of the Technology Transfer Office; and Chen Baima, Chen Baiman, Executive Director of the China-LAC Technology Transfer Center.

William Lee stated that UNAM adheres to the principle of open international cooperation, promoting friendly exchanges through talent education, cultural exchange, and administrative coordination. The university has established cooperation offices in seven countries, including China. He expressed hope for further discussions on cooperation details regarding the construction of the China-Mexico Innovation Cooperation Center aiming to explore new paths for China-Mexico collaboration and deepen practical cooperation across various fields.

Huang Chuping pointed out that innovative cooperation has become the most dynamic growth point for win-win development between China and Mexico, with vast prospects and potential. In recent years, Mexican universities, including UNAM, have established long-term cooperative relationships with Guangdong universities such as Dongguan University of Technology and South China Agricultural University, achieving practical results in areas like tropical crop research and renewable energy applications. He looks forward to UNAM and the China-Latin America Technology Transfer Center actively promoting the construction of the China-Mexico Innovation Cooperation Center focusing on practical cooperation, talent cultivation, and global development, thereby playing a strategic role as a hub for China-Mexico technological "dual empowerment."

After the ceremony, Chen Baima and Jorge Vasquez engaged in in-depth discussions on China-Mexico technology transfer, reaching preliminary consensus on cooperation in areas such as the international expansion of small and medium-sized enterprises and the establishment of Chinese-funded enterprises in Mexico. Jorge Vasquez expressed a strong willingness to report the cooperation intentions to the university and to sign a Memorandum of Understanding (MOU) with the China-Latin America Technology Transfer Center to advance the construction of the China-Mexico Innovation Cooperation Center.

The signing of this cooperation agreement aims to consolidate consensus on technology transfer and innovation cooperation between China and Mexico, accelerate the joint construction process of the China-Mexico Innovation Cooperation Center effectively connect universities, enterprises, and research institutions from both countries, assist in the upgrading of industries, technology transformation, and talent cultivation, and expand the overseas innovation cooperation network between China and Latin America, jointly writing a new chapter in the China-Latin American community of shared destiny.
