Strengthening China-Brazil Science and Technology Cooperation: China-LAC Technology Transfer Center Delegation Visits Brazil to Sign Multiple Agreements

From June 23 to 25, A delegation from the China-LAC Technology Transfer Center accompanied Mr. Lin Xin, Vice Minister of the Ministry of Science and Technology of the People's Republic of China (MOST), to Brazil for scientific and technological cooperation exchanges. The visit focused on technology transfer, joint research, and talent cultivation, serving as a key step in implementing the consensus reached by Chinese and Latin American leaders and deepening the comprehensive China-LAC partnership in science and technology.

The delegation was led by Ma Hongwei, Party Committee Deputy Secretary and President of Dongguan University of Technology, with members including Chen Baiman, Executive Director of the China-LAC Technology Transfer Center, and Yu Tianzuo, Project Manager, among others.

The delegation, held talks with Daniel Almeida, Deputy Minister of Ministério da Ciência e Tecnologia e Inovação, engaging in in-depth discussions on enhancing Sino-Brazilian STI cooperation. Building on these exchanges, the China-LAC Technology Transfer Center signed a strategic cooperation agreement with the Science Park of the Universidade Federal do Rio de Janeiro. This partnership establishes a framework for ongoing collaboration, with both parties committing to strengthen institutional mechanisms for joint innovation and accelerate technology transfer and commercialization in prioritized fields.

The delegation visited the University of Brasília (UnB), where they engaged in substantive discussions with university representatives on industry-academia collaboration, technology incubation, and talent development, culminating in the signing of a cooperation agreement. During the visit, the delegation conducted field research at the university's Institute of Information Science, gaining in-depth understanding of local practices in research commercialization and talent cultivation models. These exchanges have laid a solid foundation for future collaboration between the parties.

The delegation held discussions with representatives from the Federal University of Rio de Janeiro (UFRJ) regarding the university's accession to the China-LAC Digital Education University Alliance. Both parties reached consensus on innovative cooperation in smart education and signed the "Membership Agreement of the China-LAC Digital Education University Alliance". During the visit, the delegation conducted an in-depth research tour of the Alberto Luiz Coimbra Institute for Graduate Studies and Research in Engineering(COPPE), with particular focus on examining research achievements in environmental science and engineering technology. This investigation has created new momentum for identifying potential synergies in China-Brazil joint scientific research initiatives.

The China-LAC Technology Transfer Center will leverage this visit as an opportunity to fully utilize its advantages as a national-level technology transfer platform, ensuring the effective implementation of all cooperation agreements. By facilitating the efficient cross-border flow of innovation resources, the Center aims to establish a new paradigm of international cooperation characterized by open innovation and mutual benefit. These efforts will contribute scientific and technological strength to building a China-LAC community with a shared future.

The delegation from the China-LAC Technology Transfer Center attended the Fifth Meeting of the China-Uruguay Intergovernmental Committee on Scientific and Technological Cooperation.

On June 26, in thorough implementation of the Ministry of Science and Technology's foreign affairs agenda and to deepen China-Uruguay friendly cooperation, the delegation from the China-LAC Technology Transfer Center accompanied Vice Minister Lin Xin of MOST to Montevideo, Uruguay, where they attended the Fifth Meeting of the China-Uruguay Intergovernmental Committee on Scientific and Technological Cooperation held in the capital city.

During the meeting, the inauguration ceremony of the China-Uruguay Technology Transfer Center was solemnly held. The event was jointly witnessed by Mr. Lin Xin, Vice Minister of China's Ministry of Science and Technology, and Mr. José Carlos Mahía, Minister of Education and Culture of Uruguay. Attendees included representatives from the scientific communities of both nations and Mr. Chen Baiman, Executive Director of the China-LAC Technology Transfer Center. The successful establishment of the China-Uruguay Technology Transfer Center marks the beginning of a new chapter in Sino-Uruguayan scientific and technological innovation cooperation. Moving forward, both parties will engage in broader and deeper collaboration across various fields of scientific and technological innovation.

The China-LAC Technology Transfer Center signed a Memorandum of Understanding on the Establishment of a Technology Transfer Center with Uruguay's National Directorate for Innovation in Science and Technology under the Ministry of Education and Culture, laying the institutional foundation for the construction and development of the China-Uruguay Technology Transfer Center. Furthermore, the Center entered into cooperative memoranda with the University of the Republic of Uruguay (Universidad de la República) and the Technological University of Uruguay (Universidad Tecnológica del Uruguay), establishing an academic bridge for China-Uruguay higher education collaboration.

At the Fifth Meeting of the China-Uruguay Intergovernmental Committee on Scientific and Technological Cooperation, Mr. Chen Baiman, Executive Director of the China-LAC Technology Transfer Center, delivered a keynote address as an invited representative. He emphasized the Center's commitment to maximizing its platform capabilities to actively facilitate practical and in-depth collaboration in scientific and technological innovation between Chinese and Uruguayan stakeholders. The two sides engaged in substantive discussions on the development roadmap for the China-Uruguay Technology Transfer Center, reaching consensus on priority cooperation areas and implementation pathways for joint projects.

This meeting represents a significant milestone in the advancement of China-LAC science and technology innovation cooperation to a new stage. Leveraging its unique "Platform-Network-Mechanism" advantages, the China-LAC Technology Transfer Center will facilitate the efficient cross-border flow and dynamic interconnection of diverse innovation resources, thereby fostering the development of a more resilient and vibrant China-LAC collaboration ecosystem.

Empowering China-Bolivia Mutually Beneficial Development Through Expanded Sci-Tech Exchanges -- China-LAC Technology Transfer Center Delegation Visits Bolivia to Advance Scientific Cooperation

From June 30 to July 4, Mr. Yu Tianzuo, Project Director of the China-LAC Technology Transfer Center, led a corporate delegation to Bolivia for scientific research surveys and cooperation discussions. The visit focused on information exchange and resource synergy, aiming to consolidate China-Bolivia friendly relations and explore new collaborative opportunities across multiple fields.

Centering on the objective of establishing sister-city relations between Dongguan, China and El Alto, Bolivia, the two parties held a thematic symposium focusing on four key cooperation areas: energy industry, academic research, higher education, and industrial development. Moving forward, the China-LAC Technology Transfer Center will leverage institutional platforms including the Guangdong Association for China-LAC Technological Cooperation and the China-LAC Technology Exchange Platform to consolidate resources, facilitate connectivity, and construct a robust bridge for multidimensional China-Bolivia cooperation.

During the visit, the delegation conducted research at the Cámara Nacional de Comercio de Bolivia (CNC). CNC representatives highlighted their extensive membership resources and industry networks, proposing to establish a "Bolivia-China Business Council" in collaboration with the China-LAC Technology Transfer Center to deepen bilateral economic and trade cooperation. During a meeting at Consulate-Eneral of the People's Republic of China in Santa Cruz, Consul General Wang Huijun noted that Santa Cruz serves as Bolivia's economic hub and expressed optimism about jointly exploring bilateral trade potential. She emphasized facilitating the efficient flow of technology, capital, and other key factors to achieve complementary advantages and mutual benefits. The China-LAC Technology Transfer Center will continue leveraging its platform advantages to advance multi-level and multidimensional China-Bolivia cooperation with tangible outcomes.

Focusing on technology transfer and industrial upgrading between China and Bolivia, the delegation held in-depth discussions with multiple Bolivian government agencies, including the Ministry of Hydrocarbons and Energy, the Ministry of Mining Policy, Regulation and Supervision, and the National Protected Areas Service. The parties reached consensus on: jointly advancing green energy transition,  facilitating efficient adoption and localization of advanced mining technologies, and strengthening technical cooperation in disaster prevention.

Additionally, the delegation visited the Universidad Autónoma Gabriel René Moreno (UAGRM), a leading higher education institution in Santa Cruz, Bolivia, and the Bolivian Academy of Sciences (ANCB). The delegation also conducted field research at the Santa Cruz Chamber of Commerce, Industry, Services and Tourism (CAINCO) and the Urubó Village high-end urban complex project.

This visit represents a significant initiative to deepen China-Bolivia friendly exchanges and expand multidimensional cooperation, as well as a concrete step toward building a community with a shared future for mankind. The China-LAC Technology Transfer Center will uphold the principles of openness and inclusiveness, continuously strengthen the China-Bolivia partnership, and explore new prospects for mutual benefit, thereby injecting robust technological momentum into the shared development of both nations.

The recent research and exchange mission conducted by the China-LAC Technology Transfer Center delegation to Brazil, Uruguay, and Bolivia has expanded practical cooperation across multiple domains between China and Latin America, inaugurating a new chapter in technology transfer collaboration. Moving forward, the Center will actively foster economic development and sci-tech innovation exchanges, promote technology transfer, and contribute to the sustained advancement of a new-era China-LAC relationship characterized by equality, mutual benefit, innovation, openness, and shared prosperity.
