From September 19 to 29, the delegation led by Chen Baiman, Executive Director of the China-LAC Technology Transfer Center (CLTTC), and comprising Project Directors Huang Qiongli and Yu Tianzuo, conducted working visits to Peru and Mexico. The delegation engaged in research and exchanges, partnering with the Universidad Nacional Autonoma de México (UNAM) to advance the construction of the China-Mexico Innovation Cooperation Center and signing a Letter of Intent,and also reached consensus on cooperation with counterparts including the National Council of Science, Technology, and Technological Innovation (CONCYTEC), Peru. This visit served as a concrete effort to support China's overarching diplomatic goals, thoroughly implement the "China-Latin America and Caribbean Countries Science and Technology Partnership Program," and exemplify the Center's leading role in national sci-tech cooperation with Latin America.
During talks with CONCYTEC, representatives including its President, Sixto Enrique Sánchez Calderón, and Alejandro Afuso Higa, the Executive Director of Peru's National Program for Technological Development and Innovation (ProInnóvate), highlighted that ProInnóvate promotes the integration of innovation into the production system and enhances enterprise operational efficiency by providing non-reimbursable funding and technical assistance. Through discussions, both sides reached consensus on cooperation in areas including trade and investment, technological transformation, and climate change. They committed to actively facilitating the smooth flow of technology, capital, and products between enterprises of both sides, helping Peru enhance production efficiency in industries such as agriculture and services, and jointly addressing climate change challenges through collaborative research.
Meeting with the National Council of Science, Technology, and Technological Innovation (CONCYTEC), Peru
During the visit, witnessed by Mr. Huang Chuping, Chairman of the Standing Committee of the Guangdong Provincial People's Congress; Mr. Cao Hang, Counsellor of the Embassy of the People's Republic of China in the United Mexican States; Dr. William Lee, Vice President of International Affairs at UNAM; and Mr. Jorge Vázquez, Director of the Technology Transfer Office, UNAM and CLTTC signed a Letter of Intent. The two parties will work together to accelerate the establishment of the China-Mexico Innovation Cooperation Center. Focusing on practical cooperation, talent cultivation, and global development, the center will serve as a strategic hub for "two-way empowerment" in China-Mexico sci-tech cooperation, continuously deepen the China-Mexico Comprehensive Strategic Partnership, and mark a new stage in bilateral sci-tech collaboration.

While visiting the Mexican Business Council for Foreign Trade, Investment, and Technology (COMCE), the delegation exchanged views with representatives including María de Hass, Director of International Affairs for the Ministry of Economy at COMCE, and Rafael Valdez, Vice President of the Mexico-China Committee, on technology transfer and international trade cooperation. As a key Mexican institution promoting trade, investment, and technology, COMCE is dedicated to connecting Mexican businesses with global markets and plays a crucial role in helping Mexican enterprises integrate into international markets, attracting foreign investment, and promoting technology transfer. Both sides agreed to leverage their respective platform advantages, strengthen information sharing and resource alignment, and jointly promote the deep integration of China and Mexico in trade and investment, enterprise cooperation, and cross-border capital, facilitating the efficient flow of production factors like capital and technology between the two countries.
During the trip, the delegation also signed a Letter of Intent with Amazon Carbon and visited the Anáhuac University, the Electro Movilidad Asociación, EMA, the Asociación de Empresarios Zhonghua en México, A.C., the Federación China en México, A.C., the National University of Engineering, Peru, the Cámara de Comercio de Chancay, CCCH in Peru, and the Sociedad Chung Shan Huy Cun, Peru,which engagements actively promoted cooperation and exchanges in related fields, providing practical support for building a China-LAC community with a shared future.
