CLTTC with Bolivia to jointly draw a new blueprint for development

In response to the Belt and Road Initiative, a delegation from the China-LAC Technology Transfer Center (CLTTC) conducted a four-day visit to Bolivia from July 30th to August 2nd. The purpose of this visit was to deepen cooperation between China and Bolivia in the fields of science and technology, education, industry, and other sectors.

The delegation was comprised of Shi Zuoyu, Deputy Director of CLTTC Office, Yu Tianzuo, Project Director, and Ma Jinhui, Secretary-General of the China-Latin America and Caribbean Technology Cooperation Promotion Association (in preparation). Accompanied by Alberto Cospe, former Bolivian Ambassador to China, the delegation visited key institutions such as the Bolivian National Congress, the Bolivian Academy of Sciences of the Multi-Ethnic State, and the Universidad San Andrés. They also engaged in friendly exchanges with Eva Copa, Mayor of El Alto in the La Paz Department, Juan Carlos Miranda Vargas, President of the Senate, Richard Solano Pinto, Director of the Foundation, and Maria Eugenia Garcia Moreno, President of the Universidad San Andrés.

After gaining an in-depth understanding of Bolivia's technological, educational, and industrial development, both sides explored the potential for cooperation with Chinese universities, research institutions, and enterprises and reached a consensus on cooperation in technological innovation. They plan to jointly establish a China-Bolivia Innovation Cooperation Center and joint laboratories, hold innovation and entrepreneurship competitions, and organize bilateral talent exchanges. Additionally, the delegation proposed the idea of jointly building industrial parks with major Bolivian cities to inject new impetus into local economic development by introducing Chinese technology and enterprises.

Bolivia is rich in mineral resources, with world-leading lithium reserves. CLTTC will support Chinese enterprises in participating in Bolivia’s mineral resource development, promoting high-quality development of bilateral economic and trade relations. Furthermore, CLTTC has provided recommendations for Bolivia's agricultural technology, photovoltaic power generation, communication network construction, tourism, as well as minerals, food, and textile processing industries, aiming to enhance the quality of market development.

The city of El Alto expresses its aspiration to establish a friendship city relationship with Dongguan, strengthening bilateral exchanges in science and technology, economy and trade, culture, sports, and other aspects. Meanwhile, it hopes to introduce Dongguan’s enterprises and innovation capabilities for mutual development. Additionally, both sides plan to set up product exhibition centers in Dongguan and Bolivia to strengthen economic and trade exchanges and humanistic communications, thereby promoting friendly cooperation between China and Bolivia.

This delegation visit has laid a solid foundation for cooperation between China and Bolivia in multiple fields. CLTTC will continue to promote technological and talent exchanges between China and Bolivia, building a bridge for mutual development.
