2025 China-Latin America Technology Cooperation Development Conference Opens in Dongguan, Guangdong

This year marks the tenth anniversary of the official operation of the China-CELAC Forum. On September 3rd, the 2025 China-Latin America Technology Cooperation Development Conference (hereinafter referred to as "The Conference"), jointly organized by the China-LAC Technology Transfer Center (CLTTC) and the China Science and Technology Exchange Center (CSTEC), officially opened in Dongguan, Guangdong Province.

The event was attended by over 350 Chinese and international representatives from governments, research institutions, universities, technology transfer centers, and enterprises of China, Latin American, and Caribbean (LAC) countries. Attendees at the opening ceremony included Mr. Chen Jiachang, Vice Minister of Science and Technology of the People's Republic of China; Mr. Zhang Guozhi, Member of the Standing Committee of the Guangdong Provincial Committee and Vice Governor of the People's Government of Guangdong Province; Ms. María de los Ángeles Arrieta, Consul General of the Argentine Republic in Guangzhou; Mr. Facundo Simón Fernández Guerra, Consul General of the Oriental Republic of Uruguay in Guangzhou; Mr. Gonzalo Tancredi, National Director of Innovation, Science, and Technology at the Ministry of Education and Culture; Ms. Wang Yueqin, Director-General of the Department of Science and Technology of Guangdong Province; Mr. Lyu Chengxi, Mayor of the Dongguan Municipal People's Government.

Building a Bridge of Sci-Tech Innovation: China and LAC Jointly Release the China-LAC Science and Technology Partnership Program for the New Era

The China-LAC Science and Technology Partnership Program for the New Era (hereinafter referred to as "The Program") was officially released during the opening ceremony. The Program focuses on six key initiatives: Sci-Tech Development Strategy Alignment, Joint Research, Sci-Tech People-to-People Exchange, Cooperation Platform Joint Building, Technology Transfer, and Global Sci-Tech Governance. It aims to advance overall sci-tech innovation cooperation with LAC countries by establishing collaborative platforms, sharing scientific development experience, and enhancing regional technological capabilities. It seeks to accelerate economic growth, social progress, and cultural development in the region, addressing common challenges and collaboration needs through strengthened partnerships and mutual assistance. By integrating research, planning, technology, talent, and platforms, the Program promotes holistic China-LAC sci-tech collaboration, bringing tangible benefits to people from both sides.

Jointly Launching Multiple New Projects to Expand Pathways for Sci-Tech Cooperation

Witnessed by Chinese and international representatives, the China-LAC Digital Education University Alliance was officially established, the China-Latin America and the Caribbean Trading Platform was launched, and a collective project signing ceremony was held.

It is reported that the China-LAC Digital Education University Alliance will focus on three core missions: innovation in smart education, in-depth integration of industry-academia-research, and nurturing a talent ecosystem. It aims to promote course exchange and credit recognition among universities in China and LAC, jointly build an international technology transfer broker network, and cultivate global talents with "bilingual proficiency, technical expertise, and industry insight." The China-Latin America and the Caribbean Trading Platform features a technology trading center, a comprehensive service center, and a product trading center, catering to diverse needs such as industrial investment for cross-border expansion, transnational sci-tech and economic cooperation, and international commodity trade. It will provide end-to-end, one-stop integrated services to support Chinese enterprises expanding into LAC markets and LAC companies deepening their presence in China.

Furthermore, reflecting the growing trend of enterprises actively pursuing global partnerships, the opening ceremony included a dedicated session on China-LAC technology cooperation exchange and case studies of corporate international cooperation. Focusing on challenges and opportunities in cross-border operations, experts and business representatives from both sides engaged in in-depth discussions on core issues, including policy environments, laws and regulations, market demands, and industry trends related to China-LAC collaboration. The session provided replicable and practical guidance for Chinese companies engaging abroad, further strengthening the foundation for sustainable sci-tech and economic relations between China and LAC.

Jointly Exploring New Solutions for Technological Collaboration and Building a New Pattern of Scientific and Technological Innovation Cooperation

To further deepen and substantiate cooperation between China and LAC, the event featured a series of parallel exchange activities, including China-LAC Diqital Education Achievements Release and China-Latin America and the Caribbean Trading Platform Release. These sessions focused on digital transformation in education and the development of the digital economy, aiming to enhance sci-tech innovation collaboration and facilitate industry-academia-research synergy.

Prior to the Conference, a study tour was organized in Guangzhou and Dongguan. Participating representatives from LAC countries visited leading research institutions and enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), gaining firsthand insight into the region's strengths in technological innovation and facilitating the sharing of research resources and outcomes.

The China-Latin America Technology Cooperation Development Conference is an annual flagship event organized by CLTTC. Approved by the Ministry of Science and Technology of the People's Republic of China, CLTTC serves as a comprehensive cross-border technology transfer institution dedicated to LAC. It is committed to implementing the China-LAC Science and Technology Partnership Program, strengthening cooperation in economic development, scientific exchange, and technology transfer, and providing solid support for building a China-LAC community with a shared future.
