At the meeting's outset,  Director Chen Baiman systematically introduced the establishment background of the China-LAC Technology Transfer Center and its development status, including the service system. He stated that the Center, by constructing a sci-tech cooperation system with "research, education, commerce, and legal services" at its core, is empowering China-LAC scientific and technological cooperation to develop pragmatically across all areas and multiple fields.

After thorough discussion, the participating representatives unanimously agreed that pooling resource advantages from all parties to expand multi-field cooperation is a prerequisite for achieving mutual benefit and win-win outcomes. Consensus was reached on building a closed-loop for China-LAC cross-border innovation cooperation, and it was agreed to strengthen exchanges and cooperation in areas such as the application of navigation technologies, the transformation of biotechnological achievements, and the cultivation of scientific and innovation talents among Chinese and Latin American youth. In-depth exchanges were conducted focusing on technology transfer, education cooperation, and industrial expansion overseas.

Looking forward, the China-LAC Technology Transfer Center will further synergize resources from all parties and leverage its role as a sci-tech innovation hub between China and LAC countries. The aim is to jointly build an open and collaborative China-LAC innovation cooperation ecosystem and propel China-LAC sci-tech cooperation towards a new stage characterized by higher quality and greater sustainability.

Academician Wang He proposed utilizing the Center and the China-LAC Digital Education University Alliance as a link to achieve a series of education and scientific research exchange programs between China and LAC countries. These initiatives would cover multiple areas such as joint school establishment, collaborative research, and talent cultivation, and would facilitate the high-quality "going global" of Chinese enterprises through cooperation with the China Association for Promotion of UN Procurement. Chairman Peng Haohua expressed the hope to leverage the platform of the China-LAC Technology Transfer Center to promote the transfer of BeiDou navigation technology to Latin American countries, thereby gradually elevating cooperation to a higher level.
