On April 18, Chen Baiman, Executive Director of the China-LAC Technology Transfer Center (CLTTC), received a delegation from the Overseas-educated Scholars Association of Dongguan. The delegation included Wang Jihui, President of the Association and Dean and Deputy Party Secretary of the School of Life and Health Technology at Dongguan University of Technology; Huang Zunnan, Vice President of the Association and Deputy Dean of the Graduate School at Guangdong Medical University; Ye Peiquan, Secretary-General of the Association and Chairman of Dongguan Haiqing Technology Development Co., Ltd.; and Yu Pengjie, Executive Member of the Association and Director of the Social Research Center at Dongguan Academy of Social Sciences. The two sides held in-depth discussions on technology transfer, industrial collaboration, and talent cultivation.

The Association expressed its commitment to leveraging technological innovation and industry-academia integration, utilizing the strengths of returned overseas scholars to align with the CLTTC's multilateral technology transfer and support Dongguan's Technological innovation plus Advanced Manufacturing strategy. Chen Baiman emphasized that building a two-way mechanism for the exchange of high-level China-LAC talent is key to deepening cooperation. He proposed joint initiatives such as cross-border internships and co-training programs to develop an international talent pool and systematically advance the China-LAC youth talent development plan.

This meeting laid a solid foundation for deeper cooperation between the CLTTC and the Association in technological innovation and talent development. Moving forward, the two sides will establish a regular communication mechanism to jointly contribute to Dongguan's development as an international innovation-driven city and to promote high-quality China-LAC cooperation.
