The Inauguration Ceremony of the China-Uruguay Technology Transfer Center Held in Uruguay

On June 26, 2025, the inauguration ceremony of the China-Uruguay Technology Transfer Center (hereinafter referred to as the "Center") was solemnly held in Montevideo, the capital city of Uruguay. The establishment of the Center represents a significant step in deepening scientific and technological innovation cooperation between China and Latin America. It will primarily facilitate practical cooperation between China and Uruguay in areas such as the sharing of innovation resources and the transformation of technological achievements, thereby providing new platform support for the construction of a China-Latin America scientific and technological innovation community.

At the event site, representatives from both China and Uruguay, including Lin Xin, Vice Minister of the Ministry of Science and Technology of China; José Carlos Mahía, Minister of Education and Culture of Uruguay; Huang Yazhong, Ambassador of the People's Republic of China to Uruguay; Gonzalo Tancredi, Director of the Innovation and Science and Technology Department of the Ministry of Education and Culture of Uruguay; Ma Hongwei, Deputy Secretary of the Party Committee and President of Dongguan University of Technology; Ou Hesxiao, Fourth-level Investigator of the Dongguan Science and Technology Bureau; and Chen Baiman, Executive Director of the China-LAC Technology Transfer Center, jointly attended the ceremony. This fully demonstrates the firm determination of both countries to promote scientific and technological innovation cooperation.

During the meeting, Vice Minister Lin Xin stated that the scientific and technological innovation cooperation between China and Uruguay is founded on a solid basis and has yielded substantial results. The memorandum of understanding signed by both sides provides an institutional safeguard for further cooperation. China is committed to expanding practical cooperation with Uruguay across multiple domains. Minister Mahía highly commended the effectiveness of the cooperation between the two sides and expressed his anticipation for exploring new cooperation opportunities in key areas. Subsequently, under the joint witness of all parties from China and Uruguay, the China-LAC Technology Transfer Center and the National Innovation, Science and Technology Department of the Ministry of Education and Culture of Uruguay signed a letter of intent for cooperation.

The establishment of the China-Uruguay Technology Transfer Center aims to establish a long-term mechanism for scientific and technological innovation cooperation between China and Uruguay. It will focus on the following key aspects: First, it will establish a technology transfer service platform to promote the cross-border flow of innovation elements. Second, it will drive joint research and development in key sectors, with a focus on emerging fields such as agricultural science and technology and digital education. Third, it will enhance joint talent cultivation to facilitate the transformation and application of scientific and technological achievements. The sub-center will leverage the China-LAC Technology Transfer Collaboration Network to integrate innovation resources from universities, research institutions, and enterprises in both China and Uruguay.

As an important component of the national-level technology transfer platform layout, the establishment of the China-Uruguay Technology Transfer Center marks a new phase in the scientific and technological innovation cooperation between China and Uruguay. The China-Latin America Technology Transfer Center, as a key proponent of the Center's construction, will continue to be guided by the national diplomatic strategy in the future. Relying on the existing platform and the multi-dimensional China-LAC Technology Transfer Collaboration Network, it will focus on promoting the docking of innovation resources, joint technological research and breakthroughs, and the transformation and application of achievements. This will provide robust support for deepening the comprehensive scientific and technological partnership between China and Latin America and for the high-quality construction of the Belt and Road Initiative.
