On March 28, 2024, the Cuban Friendship Association of China (hereinafter referred to as "CCAFC") held its Fifth Council, elected a new leadership team, and considered and passed the revision of the constitution of CCAFC. The Council was held offline and online, with about 80 directors and unit directors from foreign affairs, education, enterprises, journalism, and arts and culture. The Council unanimously elected Batel, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, as President. China-Latin America Technology Transfer Center online to attend the meeting and formally served as a unit director of the Fifth Council of the Association.

Batel delivered a speech after his election, saying that he should deeply comprehend the decisive significance of the "Two Establishments," enhance the "Four Consciousnesses," strengthen the "Four Confidences," and achieve the "Two Maintenance." It will promote the implementation of the critical consensus reached by the heads of state of China and Cuba, continuously enhance mutual understanding and friendship between the Chinese and Cuban people, promote friendly exchanges and mutually beneficial cooperation between the Chinese and Cuban people, and join hands to build a Chinese-Cuban community of destiny in promoting the construction of a community of destiny for humanity.

On behalf of the National Association of Friendship with Foreign Countries, President Yang Wanming attended the meeting and delivered a speech. Yang Wanming said that in the face of the significant changes the world has never seen in a hundred years, AFFA will fully support the work of the new Council of CPAFFC and work together to be an effective practitioner of Xi Jinping's foreign affairs ideology, a resolute promoter of the China-Cuba community of destiny, and an active participant in the practical cooperation between the two countries, and to work with the ancient side to implement the critical consensus reached by the heads of state of the two countries, and to contribute to the sustained and in-depth development of the relationship between China and Cuba.
