Xu Jie visits Dongguan to research the preparations for the establishment of CLTTC

Xu Jie, Deputy Director General and first-grade Inspector of the Department of International Cooperation of MOST, visited Dongguan to research the preparation of CLTTC. Representatives of the Foreign Affairs Office of Guangdong Province Committee, the Department of Science and Technology of Guangdong Province Committee, the Foreign Affairs Office of Dongguan City Committee, the Bureau of Science and Technology of Dongguan City, the Administrative Committee of SSL, DGUT, as well as representatives of the enterprises, attended the Forum on the Preparation of CLTTC.

At the meeting, representatives and enterprises had a lively discussion, including Zhuo Qing, director of the Dongguan Science and Technology Bureau, who said that the preparation for the construction of CLTTC should be actively pushed forward and multiple resources should be sought to support the construction; Cheng Hongbo, secretary of the Party Committee of DGUT, who mentioned that we should focus in providing science and technology transfer services to enterprises and play an active role in serving as a high-level school's think tank; Liang Zhanhong, member of the CPC Committee of SSL and administrative committee, who indicated that they would be deeply involved in the construction with the Bureau of Science and Technology and the DGUT; and Xie Xiaohua, director of the Dongguan City Committee's Foreign Affairs Office, who indicated that they would be rooted in enterprises and association, and that it would do a good job in providing foreign affairs services.

Following the discussions, leaders from MOST and the provincial departments provided concluding remarks. Deputy Director-General Xu Jie advocated for a government-market collaborative approach to promote the construction of the Center, exploring new paths toward market-oriented operations and self-sustaining development. She emphasized that the Center should integrate closely with the nation's broader diplomatic strategies, thereby optimizing diplomatic services. The Ministry of Science and Technology expressed the desire to strengthen collaboration with local governments in the context of international scientific and technological exchanges and cooperation, fully leveraging local and grassroots forces to drive regional economic development.

Xu Jie also expressed hope that the Center would attract broader participation from Latin American countries and establish a cooperative, win-win, and shared mechanism platform recognized by multiple governments from China and Latin America. She called for the construction of an effective domestic and international collaborative network, enhanced policy research to gain deep insights into local needs and potential risks, and the provision of valuable advice and practical experience for the nation and enterprises.

Finally, Gong Jianwen, Second-class Inspector of the Guangdong Provincial Department of Science and Technology, encouraged further refinement of the Center's construction plan and the exploration of multiple actionable pilot cases ("N" practical examples). He suggested positioning Brazil as a bridgehead for China-Latin America cooperation and recommended focusing policy research on technology, industry, and financial services related to Latin America. Gong emphasized that the Center should be rooted in Dongguan and its local industries, creating model cases to provide quality services to both the private sector and government agencies.
