China Releases New Policy Document on Latin America! Reaffirms Mission of China-LAC Technology Transfer Center in Science and Technology Innovation

On December 10, China released its third “China's Policy Paper on Latin America and the Caribbean”, this is the third edition of “China's Policy Paper on Latin America and the Caribbean”, released nine years after the previous one. Within the “Development Projects” section, the document once again entrusted the China-LAC Technology Transfer Center with the critical mission of advancing scientific and technological innovation between China and Latin America. This represents the fifth time this year that the Center has been referenced in national-level policy documents.

“China's Policy Paper on Latin America and the Caribbean” states that it supports the role of the China-LAC Technology Transfer Center in enhancing scientific research capabilities and transforming technological achievements. The document also welcomes Latin American and Caribbean countries to engage in practical cooperation through the center in areas such as the promotion of applicable technologies and demonstration of advanced technologies. Since its inauguration in June 2023, the China-LAC Technology Transfer Center has consistently adhered to the principles of extensive consultation, joint contribution, and shared benefits. It has practically served the country’s diplomatic strategies and technological innovation initiatives, actively promoting in-depth cooperation between China and Latin America and the Caribbean in areas such as scientific exchange and technology transfer. The center has become one of the key platforms for deepening technological cooperation in priority fields between China and the region.

In May, the official website of the Central People's Government of the People's Republic of China republished an article titled "China-LAC Cooperation Plays a New Movement for Common Development of the Global South". The original text stated that, under the care and guidance of President Xi Jinping, the China-CELAC Forum mechanism has matured steadily, and platforms such as the China-LAC Technology Transfer Center and the China-LAC Press Exchange Center have been successively established.The "China-CELAC Joint Action Plan for Key Area Cooperation (2025–2027)" explicitly calls for "strengthening the construction of the China-LAC Technology Transfer Center." The Ministry of Science and Technology of China and the Brazilian Ministry of Science, Technology, and Innovation have reached a cooperation consensus on "jointly building the China-Brazil Technology Transfer Center and the Brazil Branch of the China-LAC Technology Transfer Center."In September, the "Implementation Plan for Advancing the 'China-LAC Science and Technology Partnership Program' in the New Era" proposed to "continue advancing the construction of the China-LAC Technology Transfer Center."

This series of achievements fully demonstrates the nation's firm trust and high expectations for the China-LAC Technology Transfer Center in serving the country’s overall diplomatic and scientific cooperation strategies, as well as in building bridges of innovative cooperation with Latin America. It will drive China’s scientific and technological partners in Latin America to leverage the center in unleashing the powerful efficiency of scientific and technological innovation, elevate the level of China-LAC scientific and technological cooperation, and jointly create a new model for South-South cooperation.

Looking ahead, the China-LAC Technology Transfer Center will further enhance its core functions as a platform, prioritizing technology transfer as its primary mission and central task. It will continue to deepen strategic alignment with governments, universities, research institutions, and innovative enterprises across China and Latin America, focusing on refining the transnational technology transfer service system. The center aims to evolve into an international technology transfer hub with more efficient information flow, more concentrated resources, and more effective cooperation, thereby contributing greater scientific and technological momentum to building a China-LAC community with a shared future.
