国际航标协会与国际电信联盟在2013年决定引入甚高频数据交换系统(VDES)。VDES具有自组织接入和海上宽带数据交换的优势，承担了未来海上船舶航行安全的各类信息交换;是目前常用海上通信中唯一一种用于船-船之间广播式数字通信系统，将是智能船舶和无人驾驶船舶间交通环境感知和信息交换的基本通信方式。

Introduction

The lnternationa! Association of Marine Aids to Navigation and Lighthouse Authorities and the internationaTelecommunication Union jointly decided to introduce the very high frequency data exchange system (VDES) in 2013. With theadvantages of selforganizing access and maritime broadband data exchange, VDES undertakes various kinds of informationexchange for future navigation safety. At present, it is the only ship-to-ship broadcasting digital communication system oftenused for maritime communication, It will also be the basic communication method for navigation environment awareness andinformation exchange between intelligent vessels and unmanned vessels.
