Opening a new chapter in China-LAC technology transfer: CLTTC delegation visits Beijing to deepen strategic collaboration

From March 31 to April 3, 2025, a delegation from the China-LAC Technology Transfer Center (CLTTC), composed of project managers Zhang Fanjing, Yang Ming, and Yu Tianzuo, visited Beijing to promote cooperation and exchanges in technology transfer. The delegation attended the International Forum on Science and Diplomacy, 2025 Zhongguancun Forum, met with Bolivia's Ambassador to China, Hugo Siles, and conducted visits to several key institutions, including the Institute of Latin American Studies at the Chinese Academy of Social Sciences (ILAS), China GRINM Group Corporation Limited (GRINM), China Electronics Technology Group Corporation (CETC), and Biotechnology and Pharmaceutical Industries Group of Cuba (BioCubaFarma), for in-depth discussions on China-Latin America cooperation.

This exchanges produced remarkable outcomes, with all parties reaching a strategic consensus on co-building an system for technology transfer and jointly envisioning a new blueprint for constructing a China-LAC community of science and technology. According to the plan, the CLTTC will work with its partners to focus on three key pillars—technology transfer, industrial collaboration, and joint R&D—to establish a comprehensive and multi-dimensional framework for innovation cooperation.


Embassy of Bolivia in China

On the afternoon of April 1, the CLTTC delegation visited the Embassy of Bolivia in China and held a strategic dialogue with Ambassador Hugo Siles to deepen China-Bolivia cooperation in science and technology. The discussion focused on the following areas:

Refining the implementation plan for the sister city agreement between Dongguan and El Alto, with detailed discussions on personnel coordination, preparatory arrangements, and signing procedures. The CLTTC expressed its intention to leverage the sister city relationship to enhance educational collaboration and build a joint platform for talent development and science and technology exchange.

Improving the bilateral cooperation mechanism in science and technology to promote synergy among industry, academia, and research institutions. The CLTTC also plans to invite Bolivian participation in trade expos held in China to facilitate the introduction of Bolivian products and technologies into the Chinese market.

Ambassador Siles highly recognized the CLTTC's role in advancing China-Bolivia cooperation. She reaffirmed Bolivia's strong commitment to deepening bilateral ties and stated that the embassy would continue to support pragmatic and effective cooperation between the two sides.


Institute of Latin American Studies, Chinese Academy of Social Sciences

On the morning of April 2, the CLTTC delegation visited the ILAS for a meeting with Guo Cunhai, Director of the Department of Social and Cultural Studies and the Center for Argentine Studies, and Lin Hua, Deputy Director of the department. The ILAS representatives shared comprehensive insights on political, economic, and cultural trends in key Latin American countries, along with recent academic achievements. They provided a detailed analysis of the evolution of Latin American thought and culture, the dynamics of China-Latin America relations, and sustainable pathways for cultural diplomacy.

Both sides engaged in deep discussions on strengthening strategic collaboration and advancing the establishment of the CLTTC Latin America Research Institute. ILAS's research outcomes offer both theoretical and practical guidance for the CLTTC's academic development. The CLTTC will continue to enhance its expert committee mechanism and looks forward to closer policy research collaboration with ILAS. ILAS, in turn, will leverage its academic resources to support the CLTTC with professional insights on country-specific policy studies. The two parties also plan to compile and publish the CLTTC's cooperation achievements and promote them across Latin America, jointly building a regional network for technology transfer and policy research to amplify influence and demonstrate leadership.


China GRINM Group Corporation Limited

On the afternoon of March 31, the CLTTC delegation paid a return visit to GRINM. The two sides held in-depth discussions on joint innovation center planning, resource sharing, and business expansion, and reached a consensus on mechanisms to deepen science and technology collaboration and promote sustainable development.

Chen Yong, Deputy General Manager of the Metallurgy Division of the Institute of Resources and Environment Technology under GRINM, emphasized the CLTTC's strong capabilities in international network building and resource mobilization. He expressed hope to leverage the CLTTC's mature mechanisms and networks as a national-level platform to expand into Latin America's green mining sector and explore new operational models for joint innovation centers.

The CLTTC will continue to strengthen synergy and resource sharing with GRINM, actively respond to the Belt and Road Initiative and China's "going global" strategy, and prioritize the sustainable development of Bolivia's green mining technologies. The meeting clarified the roadmap for bilateral cooperation in mineral and energy sectors and marked a new phase in CLTTC's collaboration with key state-owned enterprises.


China Electronics Technology Group Corporation

On the afternoon of April 2, the CLTTC delegation held a meeting with the international engineering and digital economy team of CETC. The two sides discussed ways to deepen China-Latin America cooperation in science and technology and empower Latin American industries through advanced technologies. The CLTTC presented its strategic layout and achievements in China-LAC science and technology exchanges. Discussions focused on aligning with development needs in agriculture, mining, infrastructure, and digital technologies in Latin America. Both sides explored opportunities to jointly launch demonstrative cooperation projects driven by CETC's technological advantages to support sustainable economic growth in the region.

The CLTTC looks forward to future collaboration with CETC in areas such as project implementation and joint think tank development to accelerate bidirectional transformation of scientific and technological achievements and inject new momentum into building a China-LAC community with a shared future.


BioCubaFarma

On April 3, the CLTTC delegation visited the Beijing office of the Cuban Biopharmaceutical Group to explore pathways for cooperation in the biomedical sector. The CLTTC representatives introduced the center's flagship initiatives and the advantages of the China-Cuba Cooperation Innovation Center as a platform for integrating innovation resources. The Cuban side expressed its willingness to leverage the CLTTC's international network and platform mechanisms to upgrade its strategic layout in the Latin American biomedical market. This would be achieved through diverse forms of cooperation, including science and technology exchange conferences, joint training programs for young scientists, and industry-academia-research matchmaking activities.

The two parties plan to jointly conduct R&D projects in innovative drug development and medical technology transfer, building a comprehensive bilateral biomedical cooperation system. This visit established an important bridge for China-Cuba scientific collaboration. Moving forward, both sides will establish a regular cooperation mechanism to promote the efficient transformation of innovation outcomes.
