近零能耗建筑是指适应气候特征和场地条件，通过被动式建筑设计最大幅度降低建筑供暖、空调、照明需求，通过主动技术措施最大幅度提高能源设备与系统效率，充分利用可再生能源，以最少的能源消耗提供舒适室内环境，且其室内环境参数和能效指标符合本标准规定的建筑，其建筑能耗水平应较2016年国家建筑节能设计标准降低60%-75%以上。

Introduction

Near-zero energy buildings adapt to climatic characteristics and site conditions, reduce the demand forheating, air conditioning and lighting to the maximum extent through passive building design, improve theeficiency of energy equipment and systems to the greatest level possible through active technical measures,and make full use of renewable energy, thus providing a comfortable indoor environment with the least energyconsumption. For the buildings with indoor environmental parameters and energy efficiency indicatorscomplying with the provisions of this standard, their energy consumption should be reduced by more than 60%.75% compared to the 2016 national building energy efficiency design standards.
