该技术解决的关键问题：当云粒子中凝结核不足或浓度过低,不足干形成降雨或降雪时，通过飞机播撒人工冰核，增加凝结核浓度，浓度达到增加降雨(雪)量的目的，从而起到缓解旱情、墒情、涵养水源，增加水库蓄水量，降低森林火险等级等作用，属于一项有利于生态环境保护技术，有利于淡水、土壤和大气生态环境保护与修复的技术。
